Terengganu Posts Decade-High Revenue of RM454 Million

KUALA TERENGGANU, September 8 – Terengganu recorded RM454 million in state-generated revenue in 2025, its highest collection in a decade.

Menteri Besar, Dato’ Seri Ir. Dr. Ahmad Samsuri Mokhtar said the achievement reflected the state government’s ability to strengthen its financial position by increasing revenue from its own sources.

He said the RM454 million comprised tax revenue, non-tax revenue and non-revenue receipts, with revenue from land and minerals alone contributing RM264 million.

“The state’s overall revenue performance was also encouraging, with total revenue reaching RM1.9 billion in 2025.

“Of that amount, RM454 million came from tax revenue, non-tax revenue and non-revenue receipts, excluding Federal Government grants,” he said.

He said this in his address in conjunction with the 64th birthday celebration of the Sultan of Terengganu, Sultan Mizan Zainal Abidin, at Istana Syarqiyyah here.

The Regent of Terengganu, Tengku Muhammad Ismail Sultan Mizan Zainal Abidin, graced the investiture ceremony held at the Balairong Seri of Istana Syarqiyyah.

Also in attendance were Tengku Seri Setia Mahkota Raja Tengku Datuk Seri Muhammad Muaz; Tengku Puteri Utama Raja Tengku Nadhirah Zahrah; and Tengku Puteri Daulath Raja Tengku Fatimatuz Zahra’.

Ahmad Samsuri said the strong revenue performance provided an important foundation for the state government to continue exploring new sources of income and further strengthen Terengganu’s financial capacity.

Through the New Income Terengganu (NIT) initiative, he said the state government would intensify efforts to identify new revenue streams while strengthening the coordination and implementation of related initiatives.

“The state government is targeting an annual increase in revenue collection of between RM30 million and RM50 million, with an overall target of RM510 million by 2030.

“Revenue collection this year is also expected to surpass the RM454 million recorded in 2025,” he said.

He said diversifying the state’s revenue sources was crucial amid global economic uncertainty, while also reducing Terengganu’s dependence on the petrochemical sector.

However, he stressed that efforts to broaden the state’s revenue base would not diminish Terengganu’s right to petroleum revenue.

“We have never denied that the state is entitled to petroleum revenue, and that entitlement cannot be disputed,” he said.

The state government, he added, would continue to strengthen governance and financial management by upholding transparency, integrity and accountability.

Terengganu was once again recognised as Malaysia’s leading state for budget transparency in the Malaysia Open Budget Index (MyOBI) 2026, published by the Institute for Democracy and Economic Affairs (IDEAS).

The recognition continued Terengganu’s strong performance in MyOBI, following its leading performances in the 2022 and 2024 assessments.
